I saw this on a news program last night and wondered if this would be a good place for many of them to leave.

They are not the legalization of illegal immigrants. They are not issuing identification cards (which are available to the entire population of New Haven, only illegal), are intended to help anyone without a state or federal issued identification to open an account banking and use other services that are otherwise inaccessible.
