Under Napoleon, the French published two newspapers in Egypt: “La Décade égyptienne” – a monthly scientific and economic journal which reported the findings and discussions of the Institut d’Egypte (1798-1801) and “Courrier d’Egypte”, a political journal (1798-1801)
Under Menou (governor of Egypt 1800-1801) the French in Egypt published for a time an Arabic paper: “al-Tanbih”, containing mainly news of the administration and the Cairo council.
Before Khedive Ismail came to the throne in 1863, the Press in Egypt was, like most other things, an official press of the State, limited to the publication of an Official Gazette. The administrative reform of Muhammad Ali in 1813 affecting the army, agriculture and industry required weekly reports to be made to the Viceroy by the various departments of the government in Cairo and the provinces. Soon these reports were being published and circulated among state officials. This, essentially, was the beginning of the Gazette. A reorganization of the Diwan, or office responsible for the editing and publication of the Gazette, occurred in 1826 when Shaikh Hassan al-Attar was appointed its editor. Its circulation was extended to the ulama, state school pupils, armed forces in Egypt and serving abroad, as well as to Egyptian students pursuing higher studies in Europe. It was intended to acquaint these people with government policy.
In 1866, Khedive Ismail financed the publication of the first political newspaper “Wadi al-Nil”, to serve as a mouthpiece for his policy.
The first non-official newspaper was al-Ahram, founded in Alexandria in 1875 by the Taqla brothers, Faris Nimr and Ya’qub Sarruf.
